I "Guide for Applicants" for STREP og IP i ICT Call 8 har det kommet endringer i forhold til sidetallsbegrensning i Seksjon 1.3:

There is a subtle change in the Guide for Applicants for STREPs and for IPs relating to ICT Call 8 that means the format and content of section 1 of Part B is different from the past and different from other programs. Briefly they added the words "(Maximum length – one page)" to the text after "Describe the overall strategy of the work plan"  on page 46 of the STREP Guide and on page 47 of the IP Guide. Unlike other programs (such as Security Call 5) they do not explicitly state that the WP descriptions are limited to 2 pages. On further investigation they really mean that section 1.3 be limited to the one page with all the rest of the info being in the unlimited size of the WP descriptions. I have received the following statement from DG INFSO to substantiate this:The point 1.3i) is indeed only intended to be a brief statement of the strategy behind how the work is planned the way it is. On point 1.3ii) the timing of the work-packages are shown diagrammatically over the duration of the programme; they are listed on table 1.3a) and the associated deliverables and the overlying milestones are listed at points b) and c) Table 1.3d) - one for each Workpackage - is where the full description lies. It is placed in a non-page-limited section of the proposal because the experts' criticisms are often couched in terms of "the proposal does not describe...." or "does not sufficiently describe" something or other, and we don't want the proposer to be able to come back to us complaining that this is really our fault because we limited him to only X pages. This info is provided for guidance only. Note it applies only to ICT. I myself find it peculiar and I suggest each proposer contacts the relevant Point of Contact to verify for themselves.

Den 5. utlysningen (ENIAC-2011-2) til ENIAC Joint Undertaking er nå blitt publisert! Den norske bevilgningsrammen ligger på 1 million EUR, samlet for utlysningene 4 og 5. Resultatene av Call 4 (og dermed oversikt over hvor mye av denne rammen som er blitt brukt) vil foreligge før søknadsfristen går ut.

This is an overview of the eligibility criteria for Norwegian participation in ENIAC consortia.

1) Type / nature of particiants:

• Enterprises (companies)
• Industry associations
• Universities and higher education institutions
• Public research institutes and similar research organisations

2) Legal / administrative / financial conditions:

• Enterprises must be established in Norway and perform RTD activities in Norway.
• General eligibility criteria and conditions for receiving project funding from the Research Council of Norway will apply (i.e. the recipient must be a registered legal entity, demonstrate financial viability, and provide transparency as to funding requested or received from other sources).

3) Consortium configuration

• At least one Norwegian enterprise or industry association must be involved as a partner in the project, and a significant share of the Norwegian involvement in the project must be from industrial partner(s).
• The industrial relevance of the participation of a research organisation must be justified by declarations from some eligible (according to criterion 2 above) Norwegian enterprise(s).

4) Conditions on exploitation / impact

• Enterprises (companies) must provide spscific information on the possible industrial impact and justify that they have the necessary means to exploit the project results.
• Universities and other research organisations must specify national industrial impact in terms of exploitation opportunities for Norwegian companies.

På grunn av tekniske problemer med EPSS-serveren umiddelbart før søknadsfristen for ICT Call 7 gikk ut har Kommisjonen bestemt at søkndsfristen utsettes til

"Dear proposal coordinator,

Following problems which some proposers had in logging into the submission system in the last hours of the calls, the Commission services have decided to re-open ICT Call 7 and the ICT-Brazil call for the submission of proposals. The calls are open again now, they will close at 17h00 Brussels time on Friday 21 January.

If you already submitted the final version of your proposal there is no need to resubmit it; the version you submitted will be carried forward into the evaluation process.

If however you have an updated version of your proposal or other corrections to make, or if you tried to submit a proposal and were unsuccessful, now is the occasion to do this.

Submit your proposal now. Do not wait until the last hours !

Only the coordinator is authorised to submit the proposal, only the coordinator should be logged in when the submission attempt is made.

Høstens første søknadsfrist for ICT-prgrammet gikk ut 2. desember, kl.17:00 og inkluderte alle PPP-utlysningene (Green Cars, Factories of the Future, Energy Efficient Buildings og Future Internet). I tillegg var det også søknadsfrist for Coordination Actions for forberedelse av den nye FET Flagship-satsningen. Her er en oversikt over de innsendte søknadene:

Neste søknadsfrist (ICT Call 7) er 18. januar 2011.  

Finanskrisen har uten tvil satt sitt preg på utviklingen i FP7. Nye instrumenter, PPPene, har blitt implementert for å sikre at FoU-aktivitetene skal bidra til økt verdiskapning for europeisk industri. Men også ellers i ICT-programmet er fokus på Impact blitt tydeligere. Dette manifesterer seg i en ny prioritering av evalueringskriteriene ved rangering av søknader med lik poengsum etter evalueringen. Mens det tidligere var den vitenskaplige delen av søknaden (S&T) som ble sett på først i en slik rangeringsprosess er det nå Impact, som avgjør ved likt antall poeng. Denne endringen trer i kraft med det nye arbeidsprogrammet 2011-2012.

Om ikke annet, så er dette enda en grunn til å gjøre en bra jobb med impact-seksjonen under søknadsutformingen!

Proposals with tied scores

In the previous framework programmes, when there were above threshold proposals in a panel with the same overall score, the experts were always required to discuss them all and impose a ranking between them. This could often be very time-consuming, and while it was obviously necessary for high-scoring proposals, the process was plainly of little value for proposals far down the list with no real chance of funding. With this in mind, at the beginning of FP7 we introduced a more formal rule for sorting groups of proposals all with the same score. First we ask the experts to take into consideration the element of coverage; a proposal which is doing something not already covered by any higher-scoring proposal goes to the top of its group.

Then the rest of the ranking is based on the proposals' scores on the individual criteria, and here we have introduced a change with our new Workprogramme 2011-12. Previously we used criterion 1 Scientific and/or technological excellence as the first decision-maker. However with the new Workprogramme and the strong emphasis from the Commission on supporting Europe's economic recovery, we have decided to switch to criterion 3 Impact as the criterion to look at first when sorting proposals with equal overall scores.

If two proposals have the same score on Impact, then the experts will look at their S&T excellence score to distinguish them. Only if proposals have identical scores on both criterion 3 and criterion 1 will the experts then be required to discuss and impose a ranking based on other considerations which they find relevant to research in the objective.

Finance Helpdesk organiserer en 3-dagers workshop om finansielle spørsmål i EUs 7. rammeprogram i London-Heathrow.

Seminaret er rettet mot regnskapspersonell, revisorer og prosjektledere, og adresserer det 7. rammeprograms finansielle retningslinjer for å sikre at deltagerne kan forstå og implementere disse i et EU prosjekt.

Ved siden av en grundig gjennomgang av retningslinjene vil seminaret presentere case studies, diskusjonsrunder og meningsutveksling emd erfarne prosjektkonsulenter i EUs rammeprogrammer.

Experience with the first calls in FP7 shows that the administrative and legal aspects related to the participation of organisations from third countries are often a particular challenge for consortia, and can lead to significant delays in grant negotiations. The Commission has therefore prepared a quick guide that focuses on the cooperation with third country participants in the 7^th Framework Programme. The guide was prepared to assist you and the future consortia in submitting proposals and to speed up the negotiation process.
